The Republic of Cyprus is ready for inclusion in the next enlargement of the European Union (EU) to be announced at the European Council Summit in December 2002. The EU has promised Cyprus membership even without a solution to the island’s divided status. Over the past months, efforts to arrive at a solution have intensified in the hopes of averting any crisis that could ensue, particularly between the EU and Turkey. Analysing the debate in Turkey and Northern Cyprus from the perspective of state and societal security, this article examines challenges to Turkey’s Cyprus policy that may provide impetus towards a solution.
