This paper examines the digitalization of emergency management in Europe through a digital humanities lens, exploring how a seemingly simple issue of effective communication is embroiled in emergency politics. Against this backdrop, the paper revisits questions about trust and legitimate authority, and raises new questions about crisis communication using AI, and battles over information and responsibility in the age of many-to-many communication.
