Concepts of threat in Norwegian and E.U. anti-terror law

A distinct and unfortunate consequence of the ‘war against terror’ has been a considerable confusion of the concepts that form the basis for policymaking, communication and research. The very notions that form the basis of the everyday experience of citizens, the foundation for good governance, and the points of reference for national and international enterprise and innovation have fallen victim to our zeal to protect and our ambition to secure. As a contribution to the recovery and reorientation of the guiding concept of security thinking today—threat—this proposed project will apply the methods developed in the SORISK project to carry a critical review of the way the threat landscape is understood in legal discourse in Norway and the European Union.
