The nuclearization of India and Pakistan is irreversible, and the nuclear arms race will continue. However, this need not preclude the creation of a regional security regime (possibly guaranteed by the five nuclear states or by the UN). Such a regime would involve expanding confidence-building measures, reaching a series of arms control agreements, and working out a structure of verification. The Kashmir issue should be isolated, and China ought to be involved in such a regime. Nuclear-weapons states should assist in improving the safety of nuclear weapons through dual-purpose technology transfers.
