The NATO air campaign placed Montenegro in a difficult position, but this critical test was passed with exceptional merit. Support for the idea of greater independence has swelled in Montenegro, which now demands a renegotiated partnership with Serbia - the alternative being a referendum on independence. At the same time, Montenegro's President Djukanovic could become a figurehead for all opposition to Milosevic. The attempt to break free might lead to violence, which Milosevic might be eager to explore as an escape route: thus, a better approach could be to take the fight to the federal level, uniting all opposition forces.
