During 1998 and the war in Kosovo, President Milosevic prepared the ground for the introduction of dictatorship - which might in fact be acceptable for a society in collapse. At the same time, broad radicalization, the influx of new refugees, the flight of minority groups and the braindrain might lead to a massive implosion of society. But Serbia is becoming less controllable from Belgrade, as it enters into honest debate over its responsibilities and starts to redefine its identity. The international community must help Serbia to grasp this historic opportunity to modernize.
