With the recent strategic dialogue between Pakistan and the US, there is talk about a potential increased arms race between India and Pakistan. Stephen Cohen finds that these prospects are irrelevant, given the existence of nuclear weapons: Conventional weapons are baroque symbols, and the armies in both India and Pakistan are going to have to realize this.
The seminar is based on material and theory likely to be included in Cohen's next book.

Cohen is the author of several books on Pakistan and India, including the recent Arming without Aiming India's Military Modernization (2010), The Idea of Pakistan (2004), and the prize winning India: Emerging Power (2001).
