Russia’s inability to win the war of attrition against Ukraine primarily stems from shortages of economic and human resources, much like its failure to win the war of maneuver in the invasion’s first few weeks reflected a shortage in military capabilities necessary for executing the strategic plan based on many unrealistic assumptions.
