Fulbright Article Prize awarded to Inger Skjelsbæk

The Fulbright Alumni Association Norway (FAAN) has by scholarly committee awarded Inger Skjelsbæk the Fulbright Article Prize for 2018, recognizing the past year’s best scientific article by a Norwegian Fulbright scholar. She receives the award for her article ‘Narratives of Support and Resistance: A Political Psychological Analysis of the Implementation of UNSCR 1325 in Bosnia and Herzegovina’, co-authored with Elin Doeland and published in Political Psychology in 2017.


The article interrogates how norm change is discussed and debated by central civil society actors in Bosnia, and is based on a series of focus-group interviews. It presents an analysis of norm change, and, more specifically, how gender equality norms are negotiated. The immediate reason for asking these questions is the adoption of the United Nations Security Council resolution 1325 in 2000 on women, peace and security and the massive global effort to change gender equality norms in order to improve peacebuilding efforts. The implementation of the United Nations’ Women Peace and Security (WPS) agenda rests on localization of gender equality norms. This process takes place on different levels. The article discusses what this means for the WPS agenda in Bosnia, for norm change, and for political psychological scholarship.

The study is part of a FRIPRO project financed by the Research Council of Norway.

Inger Skjelsbæk is a Research Professor at the PRIO Center on Gender, Peace and Security and an Associate Professor at the Institute of Psychology at the University of Oslo. She held a Fulbright scholarship at UC Berkeley in 2002-2003.
