All over the world, states are responding to the challenges of the COVID-19 pandemic by invoking the state of emergency – generally characterized by an expansion of the state power, allowing it to perform actions that it could not carry in times of normal politics.

To address questions about the new challenges facing societies, PRIO is launching the project "States of Emergency as Disruptive Pandemic Politics" under the Security and Law & Ethics research groups.

"States of emergency are relevant not only because of the exceptional security practices they enable, but also because they open up the door for practices that will become normalised when the 'emergency' is over", says project leader Bruno Oliveira Martins.
