How are priorities in national policies of preparedness currently set in Norway, and what are the ethical questions and perspectives that this priority setting implies?

The overall research question of the project is: How are priorities in national policies of preparedness currently set in Norway, and what are the ethical questions and perspectives that this priority setting implies?

In order to answer this question, we combine the following descriptive and normative questions:

  1. Which theories, methods and materials are required for answering the main research question?
  2. How do policy-makers currently think about priorities of preparedness in Norway?
  3. How are priorities of preparedness currently set at the national level in Norway?
  4. How do these ideas and practices relate to central questions and perspectives in ethical theory?
