PRIO is partnering with Norwegian People's Aid (NPA) to generate research-based insights on locally-led humanitarian responses, to support NPA's ambition to shift power and resources to local actors, amplifying their role as key responders in crisis settings.
| Through comparative research, country case studies, and thematic policy analysis, the project will document how locally led responses function in practice, including how decision-making, funding, and partnerships evolve. The partnership is based on processes of co-learning between different stakeholders involved, facilitated by PRIO researchers, to inform programme improvements and global advocacy. Spanning 2026–2029, the project will produce policy papers, country-level learning, and a final synthesis report. Its findings will contribute to advancing international debates and policies on localisation in humanitarian action, supporting Norwegian and international efforts to build a more equitable and effective humanitarian system. |
