Ethical Questions in Peace Negotiations: A Guide

Policy brief

Lidén, Kristoffer; Lea Kirsten Matthaei & Henrik Syse (2025) Ethical Questions in Peace Negotiations: A Guide, PRIO Policy Brief, 2. Oslo: PRIO.

This guide challenges the notion that negotiations are solely about power and interests, highlighting the role of norms and values in shaping negotiation dynamics and outcomes. It sees the ethics of peace agreements in light of the negotiation process and starts from the perspective of conflict parties rather than third-party mediators. The guide explores four dimensions of the process: positions, participation, practices and procedures. Each dimension is coupled with key ethical questions. The guide is designed to serve as a tool for thought more than a recipe: think of it as a travel guide, rather than a cookbook.
