Monitoring of ceasefires and civil society

This policy brief sets out the main issues and dilemmas that civil society organizations encounter when engaging with ceasefire implementation and monitoring. It draws from a workshop held in Oslo in 2026 with civil society representatives from four conflict-affected countries and reflects the questions they identified as most pressing. It offers civil society actors a starting point for reflecting on their own engagement with ceasefires and ceasefire monitoring.
