The security situation for Norway has rapidly deteriorated. Russia is recognized as a serious threat, the US commitment to NATO is in doubt, the cohesion and commitment of European allies is inconsistent as their economies are battered by another global fuel crisis, and the technological developments forged in the Ukraine War upend long held assumptions about the utility of military force. This deterioration has resulted in a revised Norwegian long-term defense plan, increased investment in defense material and logistics, mobilization of the Norwegian civilian defense actors and the population, and an increased emphasis of a close connection between defense, national security policies, and the private sector.
Accurately assessing the evolving situation and developing scenarios about future trajectories are fundamental to protecting Norwegian integrity and security. Research plays a leading role in informing decision-making, reducing uncertainty and providing a foundation for evidence-based policymaking.
Topics for discussion will include:
- What are the implications for Norway of the recent rapid changes in European security institutions?
- What lessons should Norway learn from Ukraine, especially the social and human capital needed to fight?
- What are the most important foundations for societal resilience in Norway and the Nordic region?
- How Norway is affected by rapid developments in military technology, particularly AI and drones, and what are Norwegian investments in these areas?
Speakers will include:
Nina Græger, PRIO Director, is a leading scholar of security in the Nordic region, and she has expertise on NATO and the evolution of transatlantic relations.
Nicholas Marsh, Senior Researcher at PRIO, researches the political economy of defence in Europe, including arms procurement, military aid and defence production.
Bruno Oliveira Martins, Senior Researcher at PRIO, is an expert on European security, especially on hoe new technologies and shifting geopolitical dynamics affect security governance and practices.
Louise Olsson, Senior Researcher at PRIO, specializes on peace operations and gender aspects of security, she focusses upon how societal factors influence resilience.
